The Parliamentary Development Project for Ukraine Legislative Policy Development Program (PDP II) is accepting applications from individuals for full and part-time Coordination, Research and Consultation Consultancies an Information Services Centre in Simferopol. Consultations are expected to begin in October 2011 and continue through June 2012.

 

Consultants are expected to work on-site in Simferopol. No housing or transportation allowance is foreseen for anyone applying for the position from outside of Simferopol

 

PDP- II works with elected members and staff of the Verkhovna Rada of Ukraine, the Verkhovna Rada of the Autonomous Republic of Crimea, the President’s Administration, the Secretariat of the Cabinet of Ministers of Ukraine and individual ministries, research and educational institutions, and civil society organizations. PDP II provides consultations; produces publications; conducts seminars, workshops, and training sessions for improved law-making, greater transparency, more effective public participation in the legislative processes and for improved legislative policy development. PDP-II is a USAID project implemented in Ukraine by the John Glenn School of Public Affairs of the Ohio State University under contract with Indiana University. The project has been operating in Ukraine since 1994 and the current phase is planned through July 2013.

GENERAL TASK DESCRIPTION

 

The Information Service Center will to provide informational and analytical support for ARC policy and rule-making institutions. Services will be based on the use of a broad range of research tools to produce research briefs, training and staff development programs.

1, MANAGER & INTRANET EDITOR RESPONSIBILITIES

Information Services Centre Manager & Intranet editor will:

  • Oversee the delivery of high quality, appropriate and timely research and information services to the staff of the public institution (including information services to the public)
  • Supervise the ISC staff, arrange training as necessary and review their performance as required
  • Manage the budget and make regular reports on expenditure
  • Promote understanding of ISC services
  • Work closely and consult with PDP-II and authorities on possible ISC development
  • Closely work with the ISC team and assist in the work of the ISC as necessary
  • Develop the Intranet as the central means of information exchange and storage within the partnering institution
  • Develop new content in liaison with content owners
  • Review and add new content to the appropriate sections
  • Be responsible for the content on:
    • the Intranet’s front page, updating it regularly
    • the ISC’s pages and the presentation of its services
  • Identify staff members in other departments who will have access for publishing of information in Intranet; develop Intranet publishing guidance and standards, and ensure that they are followed
  • Develop an Intranet User Group who will provide suggestions and feedback
  • Promote understanding of the Intranet, particularly amongst the staff
  • Publish briefing papers on the Intranet
  • Liaise with staff members about what other research support they would find helpful
  • Monitor the usage of the ISC resources to identify training and usage promotion needs

Qualifications for the Manager and Intranet Editor:

At minimum the successful candidate will have:

  • Master’s Degree in law, public administration, public policy, economics, sociology or related field
  • Minimum 4 years of working experience in relevant sphere.
  • Team management and team working experience
  • Experience conducting research using bibliographic databases
  • Experience in the development, design and management of Intranets
  • Clerical work experience
  • Demonstrated analytical and interpretative skills
  • Excellent English  language competence required(other language is a plus)
  • Excellent writing skills in Ukrainian and Russian required
  • Excellent computer skills
  • Demonstrated ability to work on multiple tasks
  • Demonstrated ability to take initiative
  • Knowledge of the constitution and legal system of Ukraine  and the VR ARC
  • Previous experience working with government institutions is a plus

2, RESEARCH OFFICER RESPONSIBILITIES

Information Services Centre Research officer will:

  • Identify issues of concern for the specified public institution; collect relevant information, analyse and synthesise it, and write concise, impartial briefing papers on those issues
  • Submit drafts of briefing papers and explanatory notes to relevant staff and outside experts for comment and to incorporate their feedback
  • Liaise with Heads of other departments and their consultants about what other research support they would find helpful, and to provide it if time permits
  • Publish briefing papers on the website
  • Assist in the work of the Information Centre, and deputise for the Information Centre Manager as required

Qualifications for the Research Officer:

At minimum the successful candidate will have:

  • Master’s Degree in law, public administration, public policy, economics, sociology, communication, journalism or related field
  • Minimum 3 years of working experience in relevant sphere
  • Experience conducting research using bibliographic databases is a plus
  • Demonstrated analytical and interpretative skills
  • Excellent English language competence required(other language is a plus)
  • Excellent oral and writing skills in Ukrainian and Russian required
  • Excellent computer skills
  • Clerical work experience
  • Demonstrated ability to work on multiple tasks
  • Demonstrated ability to take initiative
  • Knowledge of the constitution and legal system of Ukraine and the ARC
  • Previous experience working in information service environment is a plus

3. PUBLIC INFORMATION OFFICER RESPONSIBILITIES

Information Services Centre Public information officer will:

  • Record enquiries, corresponding if necessary with the enquirer to clarify what information is needed, the deadline and format of the answer
  • Provide answers within the agreed deadline, consulting others as necessary
  • Develop a basic public information leaflet describing in simple terms how the specified public institution works; have it printed, distributed and published on the website
  • Develop and test a tour in the public institution building suitable for members of the public
  • Propose a programme of public tours, and when agreed, publicise the tours and deliver them within agreed guidelines
  • Consult with the Education department, teachers and other interested persons, and develop a basic service to school or university students
  • Assist in the work of ISC, and deputise for the ISC Manager as required

Qualifications for Public Information Officer:

At minimum the successful candidate will have:

  • Master’s/ Specialist Degree in public administration, public policy, economics, sociology, communication, journalism, library science, philology or related field
  • Minimum 1 year of working experience in relevant sphere
  • Good customer care skills, including the ability to deal with members of the public
  • Experience conducting research using bibliographic databases is a plus
  • Demonstrated analytical and interpretative skills
  • Excellent English language competence required(other language is a plus)
  • Excellent oral and writing skills in Ukrainian and Russian required
  • Excellent computer skills
  • Demonstrated ability to work on multiple tasks
  • Demonstrated ability to take initiative
  • Thorough understanding of the work and procedures of the public institutions in ARC
  • Previous experience working in information service environment is a plus

4. ENQUIRIES OFFICER RESPONSIBILITIES

Information Services Centre Enquiries officer will:

  • Staff the enquiry desk, recording enquiries on supplemental information received in person, by telephone, e-mail or any other means
  • When possible, interview the enquirer to clarify what information is needed, the deadline and format of the answer
  • Provide answers within the agreed deadline, consulting others as necessary
  • Compile and publish on the Intranet lists of documents relevant to forthcoming departments meetings, with links to electronic sources
  • Develop A-Z listings and categorisation of e-library make it available via the Intranet.
  • Record stock and maintain a catalogue of the collection
  • Classify, label and shelve material
  • Contribute to the Knowledge Bank on the Intranet
  • Identify and obtain relevant information resources, in consultation with library staff
  • Compile and update reference information as required, for publication
  • Assist in the work of ISC, and deputise for the ISC Manager as required
  • Gather statistic of enquiries and other correspondence coming to the ISC
  • Develop an ISC User Group who will provide suggestions and feedback

Qualifications for the Enquiries Officer:

At minimum the successful candidate will have:

  • Master’s Degree in library science, law, public administration, public policy, economics, sociology, communication, journalism, library, philology or related field
  • Minimum 1 year of working experience in relevant sphere
  • Clerical experience
  • Demonstrated analytical and interpretative skills
  • Excellent English language competence required(other language is a plus)
  • Excellent oral and writing skills in Ukrainian and Russian required
  • Excellent computer skills
  • Demonstrated ability to work on multiple tasks
  • Demonstrated ability to take initiative
  • Knowledge of the constitution and legal system of Ukraine and the ARC
  • Previous experience working in information / librarian service environment is a plus
  • Experience conducting research using bibliographic databases is a plus
