The Parliamentary Internship Program was founded in 1995 by the United States Association of Former Members of Congress in conjunction with the Verkhovna Rada of Ukraine. Since November 2000, the Program has been administered by Indiana University Parliamentary Development Project for Ukraine.

The Program objective is to provide young Ukrainians with a chance to take direct part in the law-making process that will become a start of their future political, legislative and public careers.

The program has entered its tenth year. Over this period, more than 650 Ukrainian students had a chance to work in different parliamentary Committees and departments.

In 2005, according to the Order of the VR Chairman #620 dd. May 10, 2005 On Extension of the Parliamentary Internship Program, the PDP selected participants for the Program 2005-2006.

Parliamentary Internship Program Activities:

1. Internship

The participants of the Program are selected for full-time and part-time internship. In September they start performing their duties in various parliamentary committees and departments of the VR Secretariat.

During the period of internship, the participants of the Program work as a permanent parliamentary staff, i.e.:


  • prepare short memorandums on different issues for committee chairs, staff and national deputies within the committee competence;

  • draw up brief analytical reports on current legislative problem areas;

  • participate in law-drafting process preparing draft laws for the first reading and compiling comparative tables that contain proposals for the second and third readings;

  • provide assistance to committee members and staff in order to ensure efficient funcioning.
    Interns submit monthly reports to the PDP on their activities in the Verkhovna Rada of Ukraine.

    2. Trainings

    In order to enhance interns’ educational level, the PDP arranges various training sessions. Since 2001, the PDP has been organizing a Policy Analysis Seminar and a training on Procedural issues.

    3. Developing Leadership Potential

    One of the Program’s objectives is to raise the level of interns’ political culture and prepare them for the future leadership. To that end, the PDP organizes interns Leadership Sessions where they meet with well-known Ukrainian politicians and public figures.

    4. Social activities

    The majority of interns come from the regions of Ukraine so they are interested to see the cultural capital. The Program envisages tours to various museums and state institutions. This year, interns visited Mariinskyi Palace and the Treasury of the National Bank of Ukraine.

    Verkhovna Rada Committee on Fighting Organized Crime and Corruption issued printed copies of the new Law of Ukraine “On Trafficking in Persons”

    In November 2011 the Verkhovna Rada Committee on Fighting Organized Crime and Corruption issued printed copies of the new Law of Ukraine “On Trafficking in Persons” which went into effect on October 15, 2011 as well as related revised articles of the Criminal Code of Ukraine and the Code of Administrative Violations.

    The Secretariat of the Cabinet Ministers of Ukraine with support of the Parliamentary Development Project for Ukraine launched a bulletin for civic councils. The first issue was presented to representatives of civic councils in Kiev, in the Club of the Cabinet of Ministers of Ukraine, July 5.
