| Parliament adopts change in first reading to rules on forming ruling coalition |

The Ukrainian Parliament has adopted a draft law (No 6137) on changes to the parliamentary procedure. The draft was initiated by two MPs from the Party of Regions and adopted today in the first reading by 229 MPs. Parliament also decided to speed up preparation of this bill for the second and final readings.
The proposed changes will allow for the parliamentary coalition to be formed on the basis of a simple majority of MPs. Current provisions of the Constitution of Ukraine stipulate that only factions whose membership constitutes a majority of MPs may form the coalition. This view was confirmed by an earlier ruling adopted by the Constitutional Court.
