(20e L1) Regulations of Procedure on “Government Day” in the Verkhovna Rada of Ukraine, February 1997 PDF Print E-mail
1. "Government Day " shall be held in the Verkhovna Rada of Ukraine in order to inform regularly the People`s Deputies and the citizens of Ukraine on current issues of social and economic development, resumption and increase in production output, domestic and foreign policy of the state and the status of observance of the established requirements of the Constitution of Ukraine by the Cabinet of Ministers, implementation of the laws of Ukraine and resolutions of the Verkhovna Rada of Ukraine, drafting of proposals relating to legal regulation of the Cabinet of Ministers, central and local executive and judicial bodies as well as local self-governance operation and proposals on amending of current legislation or additions to legislation in force and drafting of legislative acts.

2. "Government Day of Ukraine" shall be held at the plenary sessions of the Verkhovna Rada of Ukraine every second Tuesday from 10 a.m. Time needed for the conduct of “Government Day” shall be determined by the Verkhovna Rada of Ukraine.

3. The Verkhovna Rada of Ukraine, the President of Ukraine, the Committees of the Verkhovna Rada of Ukraine, Deputy factions and groups, People`s Deputies of Ukraine and the Authorized Human Rights Representative of the Verkhovna Rada of Ukraine shall be the initiators of specific issues for consideration.

4. Each "Government Day of Ukraine" shall be conducted according to the scheduled subject matter determined by the Verkhovna Rada of Ukraine no later than 10 working days prior to the day on which it is to be held. The Verkhovna Rada of Ukraine shall define simultaneously the subject matter Committees whose functional issue areas are connected with previously approved subject matter of the "Government Day of Ukraine." No more than two issues shall be included on the "Government Day of Ukraine" agenda for consideration.

5. No later than 5 days prior to holding the "Government Day of Ukraine" the Government shall provide the People`s Deputies of Ukraine with analytical and reference materials on the issues that shall be considered in the course of "Government Day."

6. Inquiries shall be submitted in conformity with defined subject matter of "Government Day " and within the competencies of the Cabinet of Ministers of Ukraine and other central bodies of the state executive branch.

Those initiating issues for consideration shall submit inquiries for Ukrainian Government Day in a written form to the corresponding Committees of the Verkhovna Rada of Ukraine or deputy factions and groups.

7. The Committee, deputy group or faction shall formulate questions on each issue of the scheduled subject matter of “Ukrainian Government Day” and transmit them to the Verkhovna Rada Secretariat no later than 7 working days prior to the conduct of Government Day, making sure that questions of similar content shall not be submitted. Deputy groups and factions shall submit one question each.

Personal inquiries of the People’s Deputies with no faction affiliation to certain officials with request to cover the issue outlined by that Deputy in the course of Government Day shall be submitted in a written form to the Verkhovna Rada Secretariat no later than 7 working days prior to the conduct of Government Day.

Consolidated inquiries shall be submitted by the Verkhovna Rada Secretariat to the Cabinet of Ministers of Ukraine no later than 5 working days prior to the conduct of Government Day.

The Cabinet of Ministers members shall participate in Government Day, and if it is necessary, the heads of other central and local executive bodies shall take part.

8. The Prime-Minister of Ukraine or the member of the Cabinet of Ministers of Ukraine assigned by the Prime-Minister or the head of the relevant central executive body shall answer the questions pursuant to the subject matter of Government Day. The Verkhovna Rada Secretariat shall be informed about that no later than 5 days prior to Government Day.

9. The chairperson presiding over the plenary session of the Verkhovna Rada shall give to the Cabinet of Ministers member or the head of the relevant central executive body 15 minutes to report the People’s Deputies and 30 minutes to answer written questions.

10. The Member of the Cabinet of Ministers or the head of the relevant central executive body shall answer pursuant to the subject matter all the questions, submitted to the Government by the Committees, deputy groups and factions, and deputies without faction affiliation. If necessary, within the time allotted, answers may be clarified by other representatives of the Government or by the relevant central executive body heads.

After answering the questions submitted to the Cabinet of Ministers of Ukraine, the Prime-Minister and other representatives of the Government assigned by the Prime-Minister shall render answers to oral inquiries pursuant to the subject matter of “Government Day” within the time limits of no less than 1 hour.

After answering oral inquiries at the request of the People’s Deputies of Ukraine the debate of the scheduled subject matter shall be undertaken aimed at drafting of proposals connected with amending the normative and legal basis that regulates the issue under discussion: the Cabinet of Ministers shall be given responsibility regarding draft pieces of legislation, further study of the issue under consideration and its constituent parts; the date of issue reconsideration shall be determined.

11. After all written questions have been answered, representatives of the Committees relevant to the subject matter may be given 5 minutes for clarifications. Twenty minutes may be allotted for debate.

12. After each issue has been discussed, the Verkhovna Rada of Ukraine may adopt a separate resolution in order to scrutinize the Cabinet of Ministers’ operation according to paragraph 13, Article 85 of the Constitution of Ukraine and submit a proposal to the Cabinet of Ministers of Ukraine or Government officials or address the requests containing relevant conclusions and proposals on the personal responsibility of individual members of the Cabinet of Ministers to the President of Ukraine.

13. At the end of the session the Prime-Minister of Ukraine and chairperson of the Verkhovna Rada plenary session shall sum up the results of “Government Day”.

14. “Government Day” shall be held openly and recorded in full for broadcast on radio and TV.
