Constitutional Court rules interim parliamentary rules of procedure void |

The Constitutional Court of Ukraine has ruled the interim parliamentary rules of procedure endorsed by the parliamentary resolution "On certain aspects of legal provision of activities of the Supreme Council of Ukraine" on April 8 2008 to be unconstitutional, it was reported today.
The court’s chairman, Andriy Stryzhak, was quoted as saying that the interim rules of procedure are declared void as of the day the Constitutional Court issued a ruling to this effect. The court explained that such regulations shall be endorsed by laws and not by resolutions. The Constitutional Court has also stopped proceedings in the case on the official interpretation of a coalition of parliamentary factions, it was reported today. According to the court, a majority can only consist of parliamentary factions and include only MPs who are members of such factions.
