Parliamentary speaker Volodymyr Lytvyn has said that the Ukrainian Parliament is obliged to bring constitutional reform to a logical conclusion. Speaking in an interview with the parliamentary newspaper Holos Ukrayiny, he said: “The Ukrainian Parliament is, apart from everything else, doomed and obliged to bring what we call constitutional reform to a logical conclusion.”
He said that the Constitution of Ukraine adopted in 1996 was the result of a compromise. Lytvyn also stressed that there is a need to more clearly demarcate power at the level of central government.
Constitutional amendments adopted in December 2004 at the height of the Orange Revolution transferred certain presidential powers to Parliament.
