The shadow cabinet has approved the text of a letter to the International Monetary Fund in which it warns the IMF's executive board against granting Ukraine a new loan until the Ukrainian Parliament has taken a decision which would make it impossible to use the loan for payment to RosUkrEnergo. The text of the letter was approved at a meeting of the shadow cabinet in Kyiv today.
"We have grounds to believe that the lion's share of funds from the IMF's new loan, if it is granted, may be misused and allocated not for carrying out real reforms, responsible fiscal policy and stabilizing the financial sector but for making payments to RosUkrEnergo and compensating RosUkrEnergo's owners and shady political sponsors at least 5.4bn dollars," the letter says. RosUkrEnergo is a Swiss-registered gas intermediary which is claiming back 11bn cubic metres of gas from the Naftohaz Ukrayiny state oil and gas company.
