On May 16 Dr. Yaroslav Movchan of the National Ecological Center of Ukraine with co-authors of the study on the preservation of steppe in Ukraine Professors Dubyna and Vakarenko presented to the Chair of the Committee on Environmental Policy, Use of Natural Resources and Chornobyl Aftermath Mitigation, Iryna Sekh the volume Econet of the Steppe Zone of Ukraine: Principles of Formation, Structure and Elements. The study was developed using the Strategic Environmental Assessment tool which was adapted for Ukraine by the working group supported by PDP II.

On May 15, the PDP II supported Interbranch Working Group on Environmental Policy presented to the Parliamentary Committee on Ecologic policy, Use of Natural Resources and Chornobyl Aftermath Mitigation a report Econet of the Steppe Zone of Ukraine: Principles of Formation, Structure and Elements
which employed the use of the Strategic Environmental Assessment tool which the working group had adapted for use in Ukraine. (The Ukrainian version of the report is here).
The Report was edited by Ed. by Prof. Dr. D. V. Dubyna and Prof. Dr. Ya. I. Movchan
Based on the concept of the Pan-European Biological and Landscape Diversity Strategy and international and national experience, the econet formation scheme for steppe zone of Ukraine
was elaborated. The principles of its formation were grounded. Criteria and normative-legal base of econet formation were defined. Condition of vegetation and state of naturality of landscapes of
the steppe zone have been analysed. Description of key territories and eco-corridors (international, national, regional) are given. Diagrammatic maps of natural and semi-natural vegetation within separate regions are indicated. Diagrammatic map of the econet of the steppe zone of Ukraine and diagrammatic maps of econets within separate regions are indicated. This book is for specialists in the field of nature conservation, ecology and geobotany, representatives of local governments and municipalities, lecturers and students, members of nongovernmental environmental organizations.

Communication, Issue #3 has been published by the Secretariat of the Cabinet of Ministers and Government Call Centre of Ukraine (April 2013)
In April 2013 the third issue of the scientific and practical Journal Communication was published by the Secretariat of the Cabinet of Ministers and Government Call Centre of Ukraine with PDP II support.
The Journal was issued in accordance with the Agreement on Cooperation between the Secretariat of the Cabinet of Ministers of Ukraine and the Parliamentary Development Project II (PDP II) with the support of USAID’s Parliamentary Development Project for Ukraine

On April 29 at the Verkhovna Rada of the ARC participants of the educational course "Policy Analysis and Drafting Normative-legal Acts Using the Problem Solving Methodology” received their certificates. Parliamentary Development Project II initiated this course in January 2013.
While welcoming the participants, Deputy Head of the Verkhovna Rada of the ARC Grigory Ioffe noted that the Parliamentary Development Project for Ukraine for the first time organized the course on policy analysis and drafting normative-legal acts for students and young graduates of Crimean universities. After a competitive selection active youth, including members of the Youth Crimean government and interns of the Crimean parliament were selected as participants of the course. Total of 15 young people graduated educational course.

U.S. Agency for International Development (USAID) Mission Director Jed Barton today met with 82 young Ukrainians who take Parliamentary Internship Program and 23 interns Executive authorities. This is the eighteenth year of the Parliamentary Internship Program’s operation in Ukraine with support of the United States Agency for International Development (USAID) and the fifth year of the executive branch internships.
This event is part of a regular Thursday series of leadership development meetings at which guests are invited to talk about their own professional experiences and path to leadership positions, and answer interns’ questions.
Jad Barton told interns that the Internship Program is good achievement of the technical assistance of the United States government towards Ukraine’s democratization. Mr. Barton mentioned that thanks to the cooperation between the Verkhovna Rada Staff and the Executive agencies with PDP II and the Alumni Association “Interns’ League,” the Internship Program has continued to grow and develop and each year becomes more sustainable. Mr. Barton is sure that internship program will expand to more executive agencies because of adaption the new Civil Service Law of Ukraine passed which takes effect this coming January 2014 and includes a provision for long-term competitive merit-based internships in public administration practice in Ukraine.

On Wednesday, April 3, PDP II together with the Department of Information and Communication of the Secretariat of the Cabinet of Ministers held the first of series of seminars on two topics: on interaction with the public and on providing access to public information. The representatives of the departments of public relations from regional administrations of Vinnytsia, Zhytomyr, Kyiv, Rivne, Cherkasy, Chernihiv regions and Kyiv participated in the seminar. The workshop on Access to Public Information was attended by the representatives of territorial executive bodies from the regions mentioned above.
During the seminar on interaction with the public Nataliya Oksha, Head of the Office of Public Communications of the SCMU gave participants detailed explanations and recommendations for planning, organizing and conducting public consultations. Tetyana Andrijchuk, Head of Sector for Civil Society Development and Interaction with Citizens' Associations briefed representatives about the important aspects of liaison with civic councils and public examination of executive authority.

On April 2, 2013 the Ukrainian Library Association in cooperation with the Committee on Culture and Spirituality of The Verkhovna Rada of Ukraine with the assistance of Parliamentary Development Project ІІ held an expert discussion “The Role of Libraries in Society’s Development.”
The national deputies of Ukraine, members of the Committee on Culture and Spirituality (and representatives of the Committee Secretariat), Committee for Informatization and Information Technologies, Committee on Science and Education, Committee on Freedom of Speech and Information, Committee on State Building and Local Self-Government, representatives of the Presidential Administration of Ukraine and Secretariat of the Cabinet of Ministers of Ukraine were invited to the event.

On April 1 PDP II conducted a training on “Citizens’ Access to the Legislative Process” for the Kyiv Borys Hrinchenko University, Institute of Higher Education. Trainees included those who are enrolled in their program for school administration. The training was structured so that participants learned how to effectively work with parliamentary committees, learned about the structure of the Verkhovna Rada of Ukraine, the stages of the legislative process, as well as how experts and public figures work on consideration of legislative proposals to how they can participate in the activities of committees, including parliamentary committee hearings. The participants visited and had a detailed presentation of the Verkhovna Rada of Ukraine is the Committee on Education and Science, its structure, competence, and engaged in a dialogue with representatives of the Secretariat of the Committee, Deputy Head of the Committee Olexander Domaransky, and Senior Consultant Helena Koziyevska. Committee staff outlined the prospects for cooperation with the Committee and invited the participants to submit proposals for legislation, visit the webpage of the Committee, participate in committee activities. |
